Grandfather Ventura
City Council accepted Staff's Code Enforcement's recommendation to charge high impact fees, disallow home safety inspectors, set up conflicts of interest, create unnecessarily stringent inspections and force self-incrimination for participation for the second unit amnesty program. Staff ignored Council's direction to return with an amnesty and grandfathering program city wide.
